The US Geological Survey (USGS) intends to award a purchase order exclusively to the Fred Hutchinson Cancer Research Center in Seattle, WA, for the development of monoclonal antibodies as part of a study on salmonid immune responses. This single-source award is justified by the center's unique capability to efficiently produce multiple monoclonal antibodies simultaneously using 5-6 different proteins and its proximity to the USGS Western Fisheries Research Center, enabling the timely transfer of freshly-harvested leukocytes, which remain viable only for 4-6 hours. The project requires the delivery of confirmed positive cell lines and electronic data related to the antibody screening to USGS. This notice serves to comply with federal regulations but is not a solicitation for competitive bids, although responses via email will be accepted and considered. The acquisition will follow simplified procedures specific to commercial items under the Federal Acquisition Regulation. The contract falls under NAICS code 541380 (Testing Laboratories) and PSC code B516 (Special Studies/Analysis - Animal/Fisheries). Inquiries and responses must be submitted electronically by the specified deadline to the designated point of contact at USGS, with no hardcopy submissions accepted.
