The United States Geological Survey (USGS) Reston Acquisition Branch plans to award a non-competitive contract to the University of Florida's Coastal Geomorphology Lab in Gainesville for a collaborative project aimed at developing a modeling approach to forecast beach vulnerability to storms and sea level rise in National Parks. This partnership leverages the lab's expertise in coastal change analyses and incorporates an existing USGS-developed model framework, which is unique to the agency and not commercially available. The project will utilize USGS datasets integrated into a Bayesian network to run scenario-based analyses, assessing model performance and predicting changes over various time scales. This award, following the Federal Acquisition Regulation (FAR) 6.302-1 clause allowing noncompetitive procurement when only one responsible source exists, supports consistency across related studies by using the government-developed model. The Government issued a request for capabilities statements with a submission deadline, inviting other qualified entities to demonstrate their ability to perform the service. If no other competitive sources are identified, an RFQ will be released to prime contractors through the Government-wide Point of Entry, with all communications coordinated through the contracting officer. The contract is classified under NAICS code 813312, relating to environmental services.

Full Description

The United States Geological Survey, Reston Acquisition Branch located in Reston, VA with Field Office in Saint Petersburg, FL intends to make a non-competitive award to the University of Florida located in Gainesville, FL for a collaboration effort to develop a modeling approach to forecast beach vulnerability to storms and sea level rise in National Parks. The Coastal Geomorphology Lab at University of Florida has conducted coastal change analyses for settings similar to those in this task. The acquisition of its services for this study and the implementation of an existing USGS model famework will greatly promote consistency among studies. Because the model was developed by USGS researchers, it is not something that is commercially offered, nor are other research groups utilizing it. Existing USGS datasets and a model framework will be incorporated into a Bayesian network and a variety of scenario-based analyses will be performed to evaluate model performance and output change predictions at different time scales. The Government intends to award this requirement noncompetitively in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Other interested concerns having the ability to furnish this service shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. If no competitive opportunities exist, request for quotation (RFQ) G13PS00173 will be made available to PRIME through the Government-wide Point of Entry (GPE) on or about February 13, 2013 IAW FAR 5.102(a)(1). All responses must be in writing by email to the Contracting Officer Felipe Dones-Cardona by February 12, 2013 to contact@example.gov NAICS: 813312 Environmental

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
