The U.S. Geological Survey (USGS) plans to award a firm fixed price purchase order to Dalhousie University in Nova Scotia, Canada, for processing lipid samples from loon and fish tissues collected in the Beaufort Sea, Alaska. This collaboration continues an established partnership with Dalhousie's fatty acid lab, which previously analyzed the diet of yellow-billed loons from 2011 to 2014. Utilizing the same laboratory ensures data comparability, continuity, and quality, as methods between fatty acid labs can vary significantly, potentially compromising scientific integrity. Maintaining this laboratory partnership supports adherence to high data quality standards and results in rigorous outputs suitable for decision-makers and peer-reviewed scientific literature. The award process will follow the Federal Acquisition Regulation guidelines for simplified acquisition procedures and the acquisition of commercial items. Although this notice is not a formal solicitation, all responsible parties may submit quotations via email to the designated USGS contact by the specified deadline. Submission of information is voluntary, and the government will not reimburse any costs for responding. The effort falls under NAICS code 541380 for laboratory testing, with an anticipated value of up to $16.5 million. The point of contact for this action is Gerald Lewandowski, and responses must be submitted electronically by July 17, 2020, at 3:00 pm Eastern time; submissions via other channels will not be accepted or considered.
