The Air Force Force Protection Battlelab (AFFPB) FY06 Broad Agency Announcement seeks innovative solutions through a two-phase competitive process aimed at enhancing the protection of Air Force personnel, facilities, and weapon systems. This announcement invites submission of solution-based quad charts addressing key mission areas: Force Health Protection, Counterterrorism/Antiterrorism, Force Protection, and Counterintelligence, Criminal & Fraud Investigation. Initially, submitters provide quad charts with rough cost estimates and technical approaches, which undergo evaluation for potential advancement to a second phase that involves submission of detailed white papers. Proposals are solicited under FAR 35.016 for technology demonstration and are considered the result of full and open competition. Submissions must be registered and uploaded through a secure online system, BIDS, with specific instructions on format, content, and security considerations. Classified material requires special handling and transmission protocols. The AFFPB focuses on solutions to diverse challenges such as improving medical response and preventive health measures, enhancing security against terrorism and unauthorized access, advancing emergency and explosive ordnance disposal operations, and supporting criminal and fraud investigations including cyber forensics and protection of classified information. The contract emphasizes strict compliance with formal submission requirements, including file format, page limits, and proprietary data protections. Award decisions are based primarily on technical merit, relevance to Air Force needs, and cost realism. Successful contractors must maintain up-to-date registrations with government databases and complete necessary certifications. The announcement encourages participation from minority institutions and foreign-owned entities, with potential restrictions applying to the latter. Points of contact are provided for technical and contractual inquiries, ensuring support and proper guidance throughout the submission process.
