The United States Army Research, Development & Engineering Command (RDECOM) intends to negotiate and award a firm fixed price contract worth $68,991.00 to Covance Laboratories, Inc. for the analysis of food samples from the Meal, Ready-to-Eat (MRE) version 30. The work will be conducted in two phases, with Phase I completing by March 30, 2011, and Phase II by September 30, 2011. Covance Laboratories was selected as the sole source provider due to its unique qualifications, including over 30 years of experience performing food analysis for agencies such as the USDA, FDA, and AOAC, as well as its ability to meet all required quality control standards. Market research indicated that no other organizations possess the specialized resources and expertise needed to perform these tests, and no alternative sources have expressed interest. The contract will be awarded on a basis other than full and open competition, justified by the need for continuity and the contractor’s exclusive capabilities. Interested parties wishing to challenge this sole source determination or express their interest must contact the Natick Contracting Division before July 5, 2010. The contracting office is located in Natick, Massachusetts, and the designated point of contact is Michael Griffin. This procurement supports the USARIEM Directorate’s aim to ensure the quality and safety of military rations through thorough scientific testing.
