AI Contract Overview

The U.S. Geological Survey's Earthquake Science Center in Menlo Park, California, requires specialized laboratory services for cosmogenic radionuclide dating of rock fragments and sediments. This involves comprehensive sample preparation, including crushing, grinding, quartz mineral extraction, chemical preparation to isolate Beryllium oxide (BeO), and accelerator mass spectrometry (AMS) measurement targeting the isotope 10Be. The contract covers the analysis of 45 samples and emphasizes that only the Purdue Rare Isotope Measurement Laboratory (PRIME Lab) at Purdue University can perform the unique pretreatment and aluminum measurements necessary, making this a specialized, non-competitive procurement. The contract, under NAICS code 541380 with a size standard of $15 million, is anticipated to be firm fixed price and will be awarded noncompetitively in accordance with FAR regulations. The Government is soliciting capability statements from other sources solely to determine if competition is feasible but intends to award the requirement to PRIME Lab unless compelling alternative sources emerge. Vendors must be registered in the federal system to be eligible, and responses are due by August 12, 2019. This notice is not a solicitation or request for quotations, and the government will not compensate for responses or disclose evaluation results.

Special Notice The U.S. Geological Survey, Earthquake Science Center, Menlo Park, CA, has a requirement for Cosmogenic radionuclide dating of rock fragments and sediments, including sample preparation and pretreatment quartz separation and purification, chemical preparation and accelerator mass spectrometry (AMS) measurement. The laboratory is to perform sample prep, quartz purification, chemical preparation, and AMS analysis. The lab determines the content of a specific isotope in a geologic sample. The isotopes targeted are 10Be (Beryllium). The requirement is to analyze 45 samples. The North American Industry Classification (NAICS) Code is 541380. The size standard is $15.0 million dollars. The USGS intends to make a non-competitive award to PRIME Lab, Purdue University. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b) (1). The samples provided for CRN dating must be crushed and ground, quartz mineral must be extracted, separated, then the target material, BeO must be chemically extracted, and finally the AMS target is measured. While other labs can complete the final stage (measurement of the AMS) for BeO, no other lab can complete the aluminum measurements. Also, only the Purdue Rare Isotope Measurement Laboratory offers the specific pretreatment required for these samples. Pre-treatment includes crushing and grinding of clast or sand-size particles. The anticipated contract will be firm fixed price. A vendor must be registered at http://www.sam.gov to be awarded the contract. The intent of this notice is to determine if any other source(s) exist. All responsible sources may submit a capability statement, which shall be considered by the Government. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. This is not a request for quotation, and the Government does not intend to pay for information received. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Respondents will not be notified of the results of any Government evaluation of the information received. All questions and submissions in response to this notice must be submitted electronically via email to Cheryl Ciccarelli contact@example.gov by 5:00 PM ET on August 12, 2019.

Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior, USGS/EROS Science Center in Sioux Falls, South Dakota. The project requires a professional firm to remove and replace chilled water, condenser water, and heating water piping serving the 1996 building addition. Key technical requirements include installing a new condenser water network with pumps and VFDs, sizing the chilled water system to support two 1996 York chillers at a maximum capacity of approximately 600 tons, and replacing pneumatic controls in the penthouse with multi-position electric actuators. The contractor must execute the work in phases to ensure that facility offices and computer rooms remain fully operational, and weekend work is prohibited. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) process, evaluating firm-fixed-price offers for technical acceptability and past performance. The period of performance is scheduled from November 4, 2026, to July 31, 2027, with work expected to be completed within 180 calendar days of award. Compliance with the Davis-Bacon Act for wage determinations and the Buy American Requirement for construction materials is mandatory. Required submissions include a technical approach for phased construction, a completed SF 1442, a detailed bid schedule, and a bid guarantee via SF 24. Final payment is contingent upon the submission of a Release of Claims via Form DI-137.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
