The U.S. Geological Survey’s Eastern Ecological Science Center plans to award a non-competitive purchase order to Brooks Applied Labs for the metals analysis of fish muscle tissue samples, specifically targeting arsenic, cadmium, lead, and mercury at detection limits of 0.002 mg/kg, 0.002 mg/kg, 0.002 mg/kg, and 0.003 mg/kg respectively. Brooks is the sole provider capable of meeting all required detection thresholds for these four metals at a single facility, justifying the non-competitive approach under applicable federal regulations. All analyses must be completed and delivered to Kearneysville, West Virginia, within one year of the purchase order issuance, with no option periods available. The contract will be firm-fixed-price, and vendors must be registered in SAM.gov to be eligible for award. Responses must be submitted via email to Daniel Galvin at daniel_galvin@ios.doi.gov with the reference number 140G0126Q0107 in the subject line, and the deadline for submission is May 21, 2026. The action falls under NAICS code 541380 for testing laboratories, with a size standard of $19 million in annual revenue. While the notice invites informational input from other potential sources under RFO provisions, it explicitly states that no competitive quotations are being solicited. The anticipated award date is May 31, 2026, and the contracting office is located in Reston, Virginia, under the Department of the Interior.
