The contract involves a sole source procurement by the U.S. Fish and Wildlife Service (Region 7) for a fish survey of the Muddy River. The contract is to be awarded to Bio-West, Inc. for a firm-fixed price of $29,149.19, with the anticipated issuance date on March 31, 2022. This project is a continuation of research conducted over the past three years (2019-2021) that studies the fish community in the river. The decision to sole source this contract to Bio-West is based on the need for consistency in the scientific methodology, ensuring data comparability across years, which would be compromised if a different contractor were selected. This procurement falls under the NAICS code 541620, pertaining to Environmental Consulting Services, and is authorized under limited sources justification and simplified acquisition procedures. Since this is a notice of intent rather than a solicitation, no quotes are requested; instead, responses offering clear evidence that competition would benefit the government are considered purely for market research. The contact person for additional information is Tina Baker at the Fish and Wildlife Service Pacific Regional Office in Portland, Oregon.

NOTICE OF INTENT TO SINGLE SOURCE - DO NOT PROVIDE A QUOTE NUMBER: PR: 0040565722 POSTED DATE: 3/25/2022 SUBJECT: Fish Survey of the Muddy River This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: Bio West, DUNS: 020911756 FOR : $29,149.19 ON: 03/31/2022 NAICS: 541620 Environmental Consulting Services AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: The US Fish and Wildlife Service requires a research study (fish survey) of the Muddy River as a single source procurement issued to Bio-WEST, Inc. This research study is a continuation of work for the USFWS over three previous years (2019, 2020, 2021). The goal of this current study is to provide a comparison of the fish community in 2022 with that of the previous 3 years. The same contractor is required because this research is a scientific study, and if another contractor was utilized then the data comparison between years would be compromised.
