This Sources Sought notice (SS) is for information and planning purposes as a part of Market Research and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this SS is to see if there are qualified small business concerns [including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-Owned Small Businesses (SDVOSB)] capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this SS notice or the NCI?s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The Hormonal and Reproductive Epidemiology Branch of the National Cancer Institute?s (NCI) Division of Cancer Epidemiology and Genetics (DCEG) is seeking capability statements from eligible small business concerns. Based on the responses received from this SS notice, the proposed acquisition may be solicited as a Total Small Business Set-Aside. THIS IS NOT AN RFP AND DOES NOT COMMIT THE NCI, NIH TO AWARD A CONTRACT NOW OR IN THE FUTURE. No RFP package is available at this time. The Contractor?s responsibilities include a variety of scientific activities related to the work of multiple NCI investigators. The contract provides assistance in interviewing, abstracting, collection of biologic specimens, data coding and computerization activities, and assurance of quality control over all aspects of work. This contract would support the conduct of numerous pilot activities to assess the feasibility of larger efforts, as well as occasional full-scale investigations. Most investigations have been complicated by the collection not only of interview data but also of biologic materials, which require unique attention to quality control issues. All eligible small business concerns responding to this SS must have the capabilities to provide support as described in the draft Statement of Work, which can be accessed on the National Cancer Institute, Office of Acquisitions External Web Site at URL: http://rcb.nci.nih.gov/ . Once there, click on Current Request for Proposals. Under the Section entitled, ?Sources Sought Announcement?, click on the notice related to this requirement, i.e., click on SS-ETSB-2008-49, entitled, ?Multidisciplinary Investigations of Environmental Causes of Cancer?. The draft Statement of Work is subject to revisions. Interested parties are expected to review this notice and the draft Statement of Work to familiarize yourself with the requirements of this project; failure to do so will be at your firm?s own risk. It is anticipated that a level of effort of 40,040 hours over a five-year period will be required to perform this requirement. Small businesses possessing experience and demonstrated capability to accomplish the aforementioned requirements and level of effort are to supply pertinent information in sufficient detail to demonstrate their ability to successfully perform the required services. Information furnished must be tailored to this requirement and must not exceed 20 single sided pages including all attachments, resumes, charts, etc (single spaced, 12 point font minimum) and should include an outline of previous or similar projects performed. Your current certified small business status must be clearly marked on the first page of your capability statement. All proprietary information should be marked as such.
