84627P0002-LiDAR Based Street Tree Inventory for New York City
Solicitation # 84627P0002
The New York City Department of Parks and Recreation is seeking a qualified vendor to conduct a comprehensive citywide street tree inventory of approximately 743,723 trees across 8,000 linear miles of rights-of-way. The project requires the use of ground-based LiDAR technology combined with machine learning and AI algorithms to produce a geospatial dataset in an ESRI-compatible file geodatabase and a 3D digital twin of each tree and its surrounding streetscape. Data capture must occur during the leaf-on period between mid-May and mid-September, adhering to strict technical specifications including a minimum point density of 1,000 points per square meter and specific accuracy thresholds for tree height, diameter at breast height, and crown metrics. The contract is awarded based on the most advantageous proposal, ranking shortlisted candidates by the lowest price per technical point. Key deliverables include a detailed workplan, the geospatial dataset, the interactive 3D model, and a final methodology report. Vendors must comply with various New York City regulations, including the Iran Divestment Act, Local Law 34, and Community Hiring Contract Riders. All proposals and administrative certifications must be submitted through the NYC PASSPort portal. Payment is processed via electronic funds transfer, and the vendor must adhere to NYC Office of Technology and Innovation information security and cloud services policies.

The United States Geological Survey (USGS), Volcano Science Center, California Volcano Observatory (CalVO) requires a bathymetric map of the Soda Bay region of Clear Lake, in Lake County, CA to better delineate the extent of volcanic deposits on the lake bottom. The bathymetry survey of Clear Lake is being conducted exclusively by UC Davis. The Davis research group is undertaking a smaller, higher spatial resolution map. The UC Davis group is uniquely qualified to conduct the Clear Lake bathymetry survey and process the data. Without this bathymetric map of Clear Lake, the USGS CalVo will be unable to adequately understand the eruption history and extent of the Clear Lake volcanic field and will thus be limited in the ability to understand the potential hazards associated with future volcanic activity in the area. We intend to award a non-competitive to University of California, Davis. The USGS intends to award a non-competitive purchase order in accordance with the procedures of FAR 13.106-1(b)(1) and the procedures of FAR Part 12, entitled, - Acquisition of Commercial Items. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
