B--Notice of Intent to Award - USGS Isotope Work

The USGS Geology, Energy, and Minerals Science Center is seeking high-precision Lu-Hf, Sm-Nd, and Pb isotope measurements of whole rock and mineral aliquots to support tectonic reconstructions of the southern Appalachian Mountains and the Precambrian bedrock of the Midcontinent and Intermountain West regions. The scope of work includes the preparation of 26 samples ground in agate, 6 whole rock analyses for Sm-Nd and Pb isotopes, 20 whole rock analyses for Lu-Hf and Sm-Nd isotopes, and 8 garnet aliquot analyses for Lu-Hf and Sm-Nd isotopes. All measurements must be performed using a multi-collector inductively coupled plasma mass spectrometer (MC-ICP-MS) with a proven record of accuracy using JNdi and JMC isotopic standards. Deliverables consist of raw and publication-quality final data provided in digital Excel spreadsheets. This requirement is designated as a sole-source procurement under FAR 12.102(a), with the award intended for the Radiogenic Isotope and Geochronology Laboratory (RIGL) at Washington State University. This determination is based on the need for methodological continuity with existing databases and the specialized technical expertise, clean-lab facilities, and equipment available at RIGL. The contract prohibits the subcontracting of sample preparation, wet chemistry, or mass spectrometry to third parties. The period of performance is 12 months from the date of award, and the place of performance is the WSU RIGL facility.
