The U.S. Environmental Protection Agency (EPA) plans to award a sole source purchase order to the Barnstable County Department of Health and Environment (BCDHE) Water Quality Laboratory to collect and analyze nutrient concentrations in influent and effluent from innovative septic systems installed in the Cape Cod area. This arrangement is justified as BCDHE is uniquely qualified due to their recognized expertise in innovative septic system inspection and water quality analysis, as well as their proximity to the study site, which is beneficial for timely and cost-effective sample collection, particularly amid the challenges posed by the Covid-19 pandemic. Their close collaboration with the Massachusetts Alternative Septic System Test Center (MASSTC) also brings critical technical expertise to ensure proper sampling and evaluation aligned with the Pilot Study goals. The contract covers a base period of one year with two additional option years to maintain consistency, data integrity, and quality control throughout the research effort. Given BCDHE’s previous experience managing septic system data in Cape Cod and their role in system design and performance evaluation, the EPA determines that no viable alternative sources exist to fulfill this requirement. Interested parties were invited to demonstrate their capability to meet the EPA’s needs by a specified deadline, with the government retaining discretion on whether to pursue competitive procurement. The contract falls under NAICS code 924110, related to administration of air and water resource and solid waste management programs, and all communications for this procurement were managed through FedConnect or directly with the EPA contact provided.

NOTICE OF INTENT TO SOLE SOURCE - In accordance with FAR Part 13, Simplified Acquisition Procedures, the U.S. Environmental Protection Agency (EPA) intends to award a purchase order on a sole source basis Barnstable County Department of Health and Environment Water Quality Laboratory, 3195 Main St., Barnstable, MA 02630 to collect and analyze influent and effluent nutrient concentrations for newly installed innovative septic systems located in the Cape Cod area for on a monthly basis for a base period of one (1) year plus for two (2) additional option years. This is considered a sole source to the EPA because, to the best of the EPA's knowledge based on market research conducted, this service is only available from the Barnstable County Department of Health and Environment (BCDHE) Water Quality Laboratory because they are a recognized expert for innovative septic system inspection and water quality analysis. They are also located in the same town as the innovative septic systems - reducing travel time and cost of sample collection. Their proximity has added value during this time period of Covid-19 as their ability to collect, transport, and analyze these samples will be more robust than any off Cape or distant vendor. Additionally, their expertise in innovative septic system design at the Massachusetts Alternative Septic System Test Center (MASSTC) will help to inform the appropriate installation of sampling ports during the installation of the innovative septic systems. The technical expertise of MASSTC is an important factor for the successful completion of this research effort. The BCDHE Water Quality Laboratory and MASSTC have vast experience in the planning, design, maintenance and performance evaluation of enhanced innovative and alternative septic systems. The BCDHE monitors and manages the innovative septic system data for the communities on Cape Cod. To maintain data integrity and consistency and quality control and comparability to other data, it is important that we use the same entity to collect and analyze the data. Therefore, it is imperative that EPA award the BCDHE Water Quality Laboratory a contract to conduct these services and enable ORD to successfully conduct this Neighborhood-Scale Enhanced Innovative Alternative Septic System Pilot Study. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement. The North American Industrial Classification System (NAICS) code for this effort is 924110, Administration of Air and Water Resource and Solid Waste Management Programs. All current and potential contractors shall use FedConnect which is available at https://www.fedconnect.net/FedConnect/default.htm. There is no charge to use FedConnect. FedConnect is hosted by Compusearch, all related questions from vendors/contractors will be answered by Compusearch. If having issues with FedConnect or not registered in FedConnect at this time an exception is extended and alternate responses may be received by e-mail: contact@example.gov. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy EPA's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting EPA's requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 11:59 PM CT on August 28, 2020. Eligible applicants include states, U.S. territories, federally recognized tribal governments, and local governments. The program focuses on three primary objectives: building capability and capacity for future risk reduction, implementing localized flood risk reduction projects, and executing individual flood mitigation projects. Cost sharing is required for these awards, and the projected period of performance is 36 months from the date of the award. Evaluation is based on specific scoring factors, including the number of substantially damaged structures and active NFIP policies. Recipients must comply with the Build America, Buy America Act for infrastructure materials and adhere to strict environmental and historic preservation reviews. Performance is measured by targets including the selection of over 500 NFIP-insured properties and the avoidance of more than 900 million dollars in flood losses.

New Hampshire Clean Diesel Program
Solicitation # DES 2026-10
The New Hampshire Clean Diesel Program, administered by the Department of Environmental Services, is a solicitation for competitive grant applications to fund diesel emissions reduction projects within the state. With approximately 1,000,000 dollars available, the program operates on a rolling monthly basis to provide partial reimbursement for eligible projects. Eligible activities include the installation of EPA-certified remanufacture systems, EPA-verified idle reduction technologies, aerodynamic technologies, and low rolling resistance tires. A critical requirement for replacement projects is the permanent scrappage of old diesel units, which must be disabled by drilling a three-inch hole in the engine block and cutting through the frame rails. Additionally, electric vehicle supply equipment and certain idle reduction technologies must comply with Build America, Buy America sourcing requirements. Applications are evaluated using a 100-point scoring system, with bonus points available for alternative fuel use and projects benefiting priority New Hampshire communities. Non-profit and private entities must first pass a preliminary assessment by achieving a minimum impact score of four out of five regarding public and economic benefits. Because this is a partial reimbursement program, awardees must cover all project costs upfront and provide proof of payment to receive funds. Once awarded, replacement units must remain in service for at least five years to avoid potential reimbursement of the grant to the state. Recipients are also subject to a reporting schedule consisting of quarterly reports for two years followed by three annual reports.
