AI Contract Overview

The contract involves a sole source purchase order to The Regents of the University of California, Berkeley, specifically for services provided by the Vincent Coates Genomic Sequencing Laboratory (VC-GSL). The lab is tasked with performing whole genomic sampling of plant and animal DNA, continuing work initiated by the Government in 2014 and 2015. The selection of this laboratory is critical due to its unique qualifications and the necessity for data continuity, as the Government seeks to expand upon previous DNA sequencing projects. The use of the same lab and sequencing instruments ensures consistency in genetic data, which is vital for maintaining uniformity, reducing error rates, and increasing accuracy in data alignment between old and new datasets. This consistency is essential for reliable downstream population-genomic analyses, as variations between sequencing platforms and labs could compromise data quality. Other vendors interested in meeting the USGS requirements are invited to submit proposals by February 26, 2016. The contract, valued at approximately $15 million, has an estimated performance period from April 2016 through March 2021. The contract falls under NAICS code 541380, covering laboratory testing services except medical and veterinary. Interested parties can request the solicitation (RFQ G16PS00224) and submit proposals to the Contracting Officer to determine if competitive opportunities exist. The Department of the Interior's Office of Acquisition and Grants-National manages this procurement.

Full Description

This is a notice of intent to award a sole source purchase order to The Regents of the University of California, Berkeley, CA (Vincent Coates Genomic Sequencing Laboratory) for Whole Genomic Sampling from plants and animals. The QB3 Vincent Coates Genomic Sequencing Laboratory (VC-GSL) is uniquely qualified to process the Government¿s plant and animal DNA library samples based upon the need for continuity of data. In 2014 and 2015, two animal DNA library samples were analyzed by QB3 VC-GSL. The Government is now expanding upon these projects, and additional DNA sequencing is required. Meaningful analysis of sequencing data relies crucially on the accurate calling of genetic data (individual base calls). To ensure data comparability is achieved between the old and new datasets, the same laboratory must be used. This will ensure that the datasets have maintained uniformity for scientific certainty and ensure that an identical sequencing platform (e.g. using the same chemistry, alignment procedures, and fluorescence intensity) will be used for data comparability (i.e. so that the data match to the previously collected data). Specifically we need to use the same instruments in the VC-GSL lab to: ¿ Reduce the error rate in data collection that would otherwise be introduced by using different sequencing machines from a different lab. ¿ Increase accuracy of data alignments between old and new datasets. The accuracy of the alignment has a crucial role in downstream population-genomic analyses. Using different platforms and labs for data collection within the same project would decrease accuracy because base-calling procedures vary according to sequencing platforms and how those platforms behave in each lab setting. Therefore, no other laboratory vendor would be able to exactly replicate the original testing environment, which could be detrimental to the project sample result reliability and data quality .Other interested concerns having the ability to meet the USGS requirement may submit a proposal to the Contracting Officer no later than 02/26/2016 at 1400 EST. As required by FAR 5.102(c) (1) the RFQ G16PS00224 will be made available upon request. Contact the Contracting Officer at contact@example.gov for a copy of the RFQ. All submissions will be considered by the agency and evaluated to determine if competitive opportunities exist. Estimated period of performance is April 2016 to March 2021. For further information, please contact the Contracting Specialist at +1 (555) 000-0000 or contact@example.gov. NAICS: 541380, Laboratory testing (except medical, veterinary) services. $15.0M.

Z--EROS Removal and replacement of chilled and conden
Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior, USGS/EROS Science Center in Sioux Falls, South Dakota. The project requires a professional firm to remove and replace chilled water, condenser water, and heating water piping serving the 1996 building addition. Key technical requirements include installing a new condenser water network with pumps and VFDs, sizing the chilled water system to support two 1996 York chillers at a maximum capacity of approximately 600 tons, and replacing pneumatic controls in the penthouse with multi-position electric actuators. The contractor must execute the work in phases to ensure that facility offices and computer rooms remain fully operational, and weekend work is prohibited. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) process, evaluating firm-fixed-price offers for technical acceptability and past performance. The period of performance is scheduled from November 4, 2026, to July 31, 2027, with work expected to be completed within 180 calendar days of award. Compliance with the Davis-Bacon Act for wage determinations and the Buy American Requirement for construction materials is mandatory. Required submissions include a technical approach for phased construction, a completed SF 1442, a detailed bid schedule, and a bid guarantee via SF 24. Final payment is contingent upon the submission of a Release of Claims via Form DI-137.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
