The U.S. Environmental Protection Agency intends to award a sole source contract to Pennsylvania State University for specialized nanotechnology services to support the Air, Climate, and Energy program. The scope of work includes high-resolution transmission electron microscopy, lattice fringe analysis, and X-ray photoelectron spectroscopy to characterize combustion soot from biofuel-dynamometer test campaigns. These services are essential for documenting nano-heterogeneity in combustion aerosols and supporting atmospheric toxicology and exposure studies, as the EPA currently lacks the necessary advanced equipment and specialized expertise. The agency has identified Dr. Randy Vander Wal as the only provider with the specific quantitative lattice fringe analysis code required to apportion soot from different combustion sources. This procurement is being conducted under FAR Part 13 Simplified Acquisition Procedures. While the EPA intends to negotiate exclusively with Pennsylvania State University, interested firms had a 15-day window from the May 5, 2014, posting date to submit documentation of their capabilities for consideration.

Full Description

The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1)(i), with Pennsylvania State University for High-resolution transmission electron microscopy (HRTEM), HRTEM lattice fringe analysis, and X-ray photoelectron spectroscopy (XPS) data to support recent biofuel-dynamometer test campaigns conducted at the APPCD Fine PM characterization laboratory. Combustion soot characterization is integral to the EPA-ORD Air, Climate, and Energy program. The HRTEM and XPS support a variety of physical and chemical particle characterization research performed in tandem with ongoing EPA atmospheric toxicology and exposure studies. The HRTEM and XPS are also cited in various standard operating procedures and quality control documents used to support the Agency research mission. Filter and grid samples from a recent EPA dynamometer test campaign with ethanol and biodiesel fuels require that HRTEM, fringe analysis, and XPS experiments to be perfor med. These capabilities in nanotechnology are beyond those at the EPA currently, and require both a highly trained specialist and advanced microscope equipment so that the Agency can continue its work in documenting the nano-heterogeneity in combustion aerosols. Dr. Randy Vander Wal at the Pennsylvania State University has the only known working compiled code for quantitative lattice fringe analysis (NASA, LEW No. 17437-1) and has successfully applied it to graphite-bearing combustion soot like those proposed to be used. This assertion is supported by examining the science literature and by interviewing those in the microscopy field with relevant knowledge. Dr. Vander Wal has successfully interpreted TEM images for EPA before and has applied lattice fringe analysis. Lattice fringe analysis aids EPA in apportioning soot from different combustion sources, which can?t happen quantitatively if it is not applied. This procurement will be accomplished under FAR Part 13 Simplified Acquisition Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered by the agency MUST submit documentation to the office identified in this notice. Documentation must be submitted within 15 calendar days of the date of publication of this notice. Submit your request in writing to Samantha Fuchs at the address shown above or email at contact@example.gov. Telephone requests will not be honored.
