The U.S. Geological Survey intends to award a five-year indefinite delivery, indefinite quantity contract to Brigham Young University for comprehensive soil and plant analyses. This sole-source acquisition, conducted under Federal Acquisition Regulation guidelines for commercial items, is justified by the university’s unique capability to maintain consistency and continuity with prior analyses. The contract encompasses a wide range of soil tests including nutrient content such as nitrate, phosphorus, potassium, organic matter, various metals, pH, salinity, cation exchange capacity, texture, total nitrogen, particle size, calcium carbonate, and several specialized nitrogen assays. Similarly, plant analyses will measure essential nutrients, total carbon and nitrogen, ICP total elements, nitrate levels, root cation exchange capacity, and other critical elements. This procurement action follows FAR Subpart 5.2 requirements for single-source justification without a competitive solicitation, although the agency will consider any quotations submitted by responsible parties by the specified deadline. The contract is categorized under NAICS code 541380 for Testing Laboratories and will be managed through the Department of the Interior’s Office of Acquisition Grants. All communications and submissions must be made electronically to the designated point of contact by the stated deadline in early August 2020.
