Notice of Sole Source and not a request for competitive proposal. The statutory authority for this sole source procurement is FAR 13.501(a), sole source (including brand name) acquisitions. The Bureau of Land Management (BLM), New Mexico State Office, awarded a sole source firm fixed priced purchase order to: ICF Incorporated, LLC, 9300 Lee Highway, Fairfax, VA 22031. The North American Industry Classification System (NAICS) code for this requirement is 541620; the business size standard is $16.5. The BLM originally contracted with ICF Incorporated to complete the Tri-County Resource Management Plan in September 2020. Hence, due to political reasons, agency priority shifts, and administration changes the project was put on hold. ICF's experience with the important considerations and data associated with this planning effort means that they are already up to speed on the project and can begin supporting the BLM Las Cruces District Office without the necessity of acquiring a new contractor that is not familiar with the current planning effort. Switching to a new contractor in the middle of the process would lead to inefficiencies and delays in completing this priority project. This notice of intent is not a request for competitive proposal and no solicitation document exits for the requirement.
