B--SPECIAL NOTICE OF INTENT FOR MIGRATION OF CDFATE AND STFATE MODELS TO 64-BIT COMPUTING PLATFORM - WATER WARE CONSULTANTS, INC. 6839 SYCAMORE CREEK COURT, CENTERVILLE, OH 45459

Notice of Intent to Sole Source ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR13.106-1(b) to WATER WARE CONSULTANTS, 6839 SYCAMORE CREEK CT., CENTERVILLE, OH 45459. The requirement is for a Senior Engineer/Programmer to perform technical work to migrate the CDFATE and STFATE interface source codes from Visual Basic 6.0 to Visual Studio 2010 as well as the FORTRAN simulation executables to 64-bit applications. They will also replace the third party controls used in the earlier version with current versions or replacement programs that can function without payment of royalties for their use. The contractor will be required to recompile the CDFATE and STFATE models written in FORTRAN to run as dynamic link libraries. Water Ware Consultants is the only entity having the unique qualifications of knowledge of the existing applications and their purpose/function, as well as the engineering, physics, and basic equations for the CDFATE and STFATE models. Water Ware has solely maintained the special codes required over the last decade and has the expertise necessary to update the computing architecture. This will be a commercial acquisition using simplified acquisition procedures per FAR 13. Parties may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. CST on August 29, 2013. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
