The US Army Corps of Engineers Research and Development Center (ERDC) plans to award a sole source contract to Atlas Scientific for the development and supply of a unique integrated sensor interface. This interface will connect seven different water sensors—including pH, organic reduction potential, dissolved oxygen, conductivity, free chlorine, temperature, and pressure—into a single printed circuit board (PCB) designed specifically to meet USACE's requirements for low power consumption, data pre-processing, analog-to-digital conversion, compact size, and a flexible data format. Atlas Scientific holds patents relevant to the required technology and is capable of custom manufacturing the necessary PCBs with surface mount soldering within the specified delivery timeline, which is by June 1, 2015. The procurement will be conducted under Federal Acquisition Regulation (FAR) Part 12 with supplemental procedures from FAR Part 13. While the intent is to award a sole source contract, other interested vendors are invited to submit their capabilities and qualifications in writing by April 9, 2015, for consideration of a possible competitive procurement. All responses must be submitted in writing to the designated contact, Ellaine James, via email, including the solicitation number in the subject line. The government holds the discretion to determine whether the procurement will remain sole source or move to a competitive process based on the submissions received.

Full Description

Notice of Intent to Sole Source ERDC Contracting Office intends to award a sole source commercial items contract to ATLAS SCIENTIFIC. This procurement is being conducted using Federal Acquisition Regulation (FAR) Part 12 supplemented as needed with FAR Part 13 for Simplified Acquisition Procedures (SAP) procedures. The US Army Corps of Engineers Research and Development Center (ERDC) requires a single integrated sensor interface for connection to multiple water sensors and for data relay. The nature of this interface is unique to the USACE requirements in terms of low power usage, pre-processing of data, analog-to-digital conversion, small physical footprint, and agnostic data format. A single printed circuit board (PCB) is required that connects the 7 sensors (pH, organic reduction potential (ORP), dissolved oxygen (DO), conductivity, free chlorine, temperature, and pressure). Atlas Scientific currently has patents filed, protecting the intellectual property of the small business. Atlas Scientific has the expertise and ability to modify the circuitry in a time frame than can meet our customer's schedule. Part of the unique capabilities of Atlas Scientific is their manufacturing capability to produce customized printed circuit boards and all surface mount soldering for the required delivery date of 1 June 2015. Interested vendors or contractors may submit their capabilities and qualifications in writing to Ellaine James by email address contact@example.gov no later than 12:00 a.m. CST on April 9, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The determination whether or not to compete this procurement is at the discretion of the Government. All communications in response to this notice must be in writing. Interested parties may submit any information for consideration to contact@example.gov. All communications must include the solicitation number in the subject line by the date stated above.
