The General Services Administration’s Public Buildings Service plans to award a contract to The University of California’s Center for the Built Environment under a sole-source authority to improve the reporting and analysis functions of the CBE Occupant Survey, which is used to evaluate facility management performance in GSA properties. This contract aims to streamline the "deep dive" data collection process at baseline sites by consolidating multiple surveys used by the WorkPlace 20*20 team into a unified instrument. Enhancements will also focus on improving the data visualization and exploration features of the reporting tool to better support decision-making. The procurement falls under NAICS code 541710 and is being conducted under FAR 6.302-3, which allows for non-competitive negotiation based on specialized capabilities. While the government intends to negotiate only with this single source, it has invited interested parties to express their capability or interest by a specified deadline, with responses considered solely to decide whether a competitive procurement should be pursued. The contract is managed by the PBS Office of Applied Science, with key contacts provided for inquiries via fax or email, and the contract opportunity is posted on the official government procurement portal.
