The Office of Thrift Supervision (OTS) intends to negotiate a sole source contract with James Melton, 205 Benton Drive, Number 7101, Allen, TX 75013-1161 for temporary financial data analysis services dealing with the quarterly Thrift Financial Report (TFR), Consolidated Maturity and Rate Report (CMR), and the Holding Company Report (HCR) report filings of savings and loan institutions under the regulatory authority of the OTS. Pursuant to FAR 6.302, the Government intends to solicit and negotiate with only one source for services that require extensive knowledge and experience of finance, business, and accounting principles related to the thrift industry necessary to provide technical and analytical advice and assistance to thrift industry personnel. The services include, but are not limited to: a caseload of up to approximately 160 institutions, analyzing and ensuring accuracy of the data for quarterly report filings of those institutions for compliance with GAAP and regulatory reporting guidelines, completing the analysis and ensuring accuracy of all financial reports in the assigned caseload on or before June 30, 2006. Specific tasks the Contractor will be required to accomplish include, but are not limited to: analyzing and ensuring accuracy of the reports for each reporting institution in the following manner: logging into the Thrift Edit system, generating and printing the following reports from the Thrift Edit system: (1) Analyst Docket Status Report (2) TFR/CMR/HC Edit Reject Report, contacting the reporting institution's report preparer by telephone or e-mail and verifying reported financial data. The Contractor will be required to document all conversation(s) on the Analyst Comment /Accept Screen in the Thrift Edit system, requesting that the TFR/CMR/HC Report be amended as necessary and by a specified date, receiving, amendments from the report preparer by electronic transmission via the Electronic Filing System Software (EFS), generating and printing a Docket Status Report from the Thrift Edit System to ensure that the TFR/CMR/HC report is error-free, accepting edit steps that are valid and documenting the reason in the Analyst Comment section of the Edit System, providing reporting guidance to report preparers, and analyzing data and recommending solutions. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. A separate solicitation is not available. This notice of intent is not a request for competitive proposals. However, Responsible firms may submit a written response to this notice consisting of pricing and technical documentation to establish a bonafide capacity to meet the above requirement by 2:00 P.M. February 1, 2006. The Government will consider all proposals received by 2:00 P.M., February 1, 2006. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The period of performance for this purchase order is date of award through September 30, 2006, with one 12-month option plus an additional option period of up to 6-months.
