AI Contract Overview

The contract involves providing trace sample analysis for 29 specific elements as well as Lost on Ignition testing for the USGS Volcano Science Center in Vancouver, WA. The analysis is crucial for maintaining consistency and comparability of geochemical data in long-term projects, which is why the US Geological Survey intends to award an Indefinite Delivery/Indefinite Quantity contract on a sole source basis to Washington State University (WSU), Pullman, WA. WSU has a history of supplying data that seamlessly integrates into the USGS databases, ensuring continuity and reliability across multi-year projects. The analyses cover a comprehensive range of elements critical to volcanology and earth sciences, positioning WSU as the unique and preferred laboratory for these services due to its established track record. The solicitation, posted in July 2015 under number G15PS00621, invites interested parties to submit proposals or capability statements demonstrating their technical ability to fulfill the contract requirements, although WSU is identified as the only potential provider. All offers must be submitted to the contracting official, Stewart Evans, by August 7, 2015. This effort is managed under NAICS code 541380, and performance is expected at the contractor’s location. While the contract is administered by the Department of the Interior’s Office of Acquisition Grants, the focus remains on ensuring high-quality and consistent geochemical data delivery to support USGS scientific missions.

The contractor will provide trace Sample Analysis for 29 elements,(Si, Al, Ti, Fe, Mn, Ca, Mg, K, Na, P, Sc, V, Ni, Cr, Ba, Sr, Zr, Y, Rb, Nb, Ga, Cu, Zn, Pb, La, Ce, Th, Nd, U) and Lost on Ignition, as required for the USGS Volcano Science Center, Vancouver, WA. The US Geological Survey (USGS) intends to negotiate an Indefinite Delivery/ Indefinite Quantity (ID/IQ) contract (reference FAR Parts 12 and 13), on a sole source basis with Washington State University (WSU), Pullman, WA. WSU previously supplied data permits seamless integration of new data procured under this pending award into the existing databases of each geologist going back decades. Excellent comparability of the data from year-to-year in our multi-year projects is imperative; this is best accomplished by obtaining analyses from a single laboratory over a long period of time. Therefore, Washington State University is the only potential provider of these services. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Responses must include complete description of services to be provided, containing sufficient technical information, to allow agency analysis to establish bona fide capabilities. All proposals or capabilities statements may be sent to the Contract Specialist at contact@example.gov NLT 08/07/2015. All responsible sources submitting an offer will be considered by the agency. Point of Contact: Stewart Evans, Contract Specialist, +1 (555) 000-0000, Fax +1 (555) 000-0000. Email contact@example.gov. Place of Performance. Contractor¿s Location.

Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior, USGS/EROS Science Center in Sioux Falls, South Dakota. The project requires a professional firm to remove and replace chilled water, condenser water, and heating water piping serving the 1996 building addition. Key technical requirements include installing a new condenser water network with pumps and VFDs, sizing the chilled water system to support two 1996 York chillers at a maximum capacity of approximately 600 tons, and replacing pneumatic controls in the penthouse with multi-position electric actuators. The contractor must execute the work in phases to ensure that facility offices and computer rooms remain fully operational, and weekend work is prohibited. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) process, evaluating firm-fixed-price offers for technical acceptability and past performance. The period of performance is scheduled from November 4, 2026, to July 31, 2027, with work expected to be completed within 180 calendar days of award. Compliance with the Davis-Bacon Act for wage determinations and the Buy American Requirement for construction materials is mandatory. D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
