The Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), plans to award a sole source contract to the National Student Clearinghouse (NSC) based in Herndon, VA, under FAR 6.302-1 due to NSC being the only provider capable of fulfilling the requirement. The contract is aimed at obtaining student data reports from higher education institutions to support the VBA’s Education Service. This data will include peer-to-peer comparisons using NSC's controlled data aligned with VA data criteria, such as side-by-side comparisons of degree attainment ratios for randomly selected student populations versus VA beneficiaries. Additionally, NSC will provide analysis on veterans’ prior education before using VA benefits and statistics about the number or percentage of individuals attending multiple institutions. The contract structure includes a base year with four one-year option periods and falls under NAICS code 611710. While this is not a competitive solicitation, the Government encourages interested parties capable of meeting the requirements to express their interest by a specified deadline. However, the Government retains discretion on whether to proceed with competitive contracting or sole source award. The purpose of this contract is to enhance data-driven insights to better manage education benefits for veterans through detailed and accurate comparison reporting.
