  1. PURPOSE
    1. This is a Sources Sought notice being conducted pursuant to RFO Part 10, Market Research. This is for planning purposes only and there is no solicitation available at this time. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.  No reimbursement will be made for any costs associated with providing information in response to this announcement.
  2. INFORMATION AND INSTRUCTIONS
    1. Please evaluate the Draft SOO to determine if your company can provide both sets of carpet and execute the installation requirements. If capable and interested, provide a Capability Statement that includes the following:
      • Company Name, CAGE Code, and Unique Entity ID (UEI).
      • Business Size and Socio-economic status under NAICS 238330.
      • A brief summary of past performance on similar flooring removal and installation projects (specifically highlighting any work completed in secure/escorted environments, if applicable).
      • Confirmation of ability to supply the specified "Brand Name Only" carpet.

  4. STATEMENT OF OBJECTIVES (SOO)
    1. OBJECTIVES
      • Purchase new carpet and replace existing carpet in B1000 Lower Level 1 corridors. Additionally, carpet tiles that are reusable shall be used to replace unserviceable carpet tiles in private office spaces.
    2. GENERAL REQUIREMENTS: Project includes but is not limited to the following work elements:
      • The contractor shall furnish all labor, equipment, materials, services, and incidentals.
      • No alterations, additions, or deletions shall be made unless approval by the Contractor Project Manager and the government Procuring Contracting Officer (PCO) is received prior.
      • Work shall be completed in a neat, substantial, and competent manner.
      • Work shall be done in compliance with the Original Equipment Manufacturers (OEM) instructions.
  5. SCOPE OF WORK: B1000 LOWER LEVEL 1
    1. CORRIDOR CARPET
      1. Purchase approximately a total of 1,450 sq yards of new carpet:
        • MANUFACTURER: Shaw
        • STYLE/SIZE: Sculpt Loop 5T183
        • COLOR: Clay
        • INSTALL METHOD: Monolithic
      2. Remove existing carpet and replace it with approximately 1,100 sq yards of new corridor carpet, salvaging as much reusable carpet as possible for reuse in office spaces.
      3. Remove existing carpet and replace with approximately 350 sq yards of new corridor carpet in the secure area, salvaging as much reusable carpet as possible for reuse in office spaces (Note: Escorts will be required and provided by Government).
    2. OFFICE CARPET
      1. Purchase approximately a total of 300 sq yards of new carpet:
        • MANUFACTURER: Shaw
        • STYLE/SIZE: Like Knit New Yarn 512931
        • COLOR: Custom H1777-0
        • INSTALL METHOD: Monolithic
      2. Use both the salvaged carpet tiles from the corridors and the new carpet tiles to replace carpet tiles in private office spaces for approximately 900 sq yards (Escorts will be required and provided by government).
    3. All carpets are affixed with glue dots.
  6. EXECUTION AND INSTALLATION PHASE
    1. Prior to carpet removal & installation, the Contractor shall provide a construction schedule, including the phasing/sequencing of carpet removal and replacement activities. The Contractor shall be responsible for the following actions:
      • Coordinate all activities associated with this project with the J431 Project Manager to minimize any mission impacts and contractor delays.

      • Obtain necessary security and safety clearances for facilities and personnel.
      • Obtain environmental, life safety, and necessary federal, state, local, and base civil engineering permits/approvals.
      • Provide the Government with a final report detailing the exact quantity of carpet used and salvaged upon project completion.
      • Clean up and restore corridors and office spaces to their original or better condition within one (1) business day after completion of an area.
      • Notify the J43 POC and Contracting Officer of any damage to Government property within one (1) business day. Repair damage resulting from contractor activities, assuring the property is returned to its original or better condition. All repairs will be inspected by the Government for acceptance.
      • Remove all debris at the end of each shift (or more frequently if required) to keep the work area safe and useable.
      • Dispose of excess equipment and materials in accordance with applicable environmental laws, removing them from B1000 and Offutt AFB.
  7. QUALITY ASSURANCE
    1. The Contractor shall use SOO requirements and OEM guidelines to evaluate whether the flooring materials are being installed properly. The Contractor shall facilitate visits during site installation. Government QA visits are intended to be a collaborative effort to provide the Contractor timely Government observations to mitigate risk.
  8. SECURITY REQUIREMENTS
    1. The contractor shall comply with pertinent Air Force security regulations while working on the project. Special security clearances (e.g., Confidential, Secret) are not required by the Contractor for this physical installation. All possible precautions shall be made to prevent the disclosure of any information that might provide contractors or suppliers an unfair competitive advantage.
      • Handling Controlled Unclassified Information (CUI): All drawings and specifications pertaining to the B1000 complex are CUI. Compliance with Governmental guidance on handling CUI is mandatory. The prime contractor shall be responsible for compliance by all sub-contractors and employees. Any references to US Strategic Command, USSTRATCOM, or Offutt AFB shall be removed from all contractor unclassified or CUI drawings. Products may not be labeled in a way that refers to sensitive missions, equipment, or special access controls.
      • NDA / SF 328: A Non-Disclosure Agreement (NDA) and Standard Form (SF) 328 (Certificate pertaining to Foreign Interests) must be completed prior to obtaining CUI documents. These forms shall be signed by the company president or general manager. The Government reserves the right to deny a bidder CUI documents.
      • DoD Directives: Contractor personnel shall comply with DODI 8582.01 (Security of Unclassified DoD Information on Non-DoD Information Systems) and DODI 5200.48 (Controlled Unclassified Information). At the end of the solicitation process, the Government and Bidders will make every reasonable attempt to regain custody of all CUI documents. Hard copy documents and digital media shall be returned for destruction. Electronic files on automated information systems will be deleted and sanitized.
