AI Contract Overview
NASA Johnson Space Center’s White Sands Test Facility is seeking specialized HVAC, MEP engineering design services to activate the Building 201 South High Bay cleanroom for astro-materials curation, requiring precise contamination control for mission-critical operations. The agency plans to award a sole source contract to Lasco Services under FAR 6.103-1, recognizing its unique and irreplaceable expertise in NASA ARES-specific cleanroom systems, which cannot be replicated without unacceptable cost, delay, or technical risk. The acquisition will proceed under FAR Part 12 as a commercial service, aligning with streamlined procurement practices. Interested firms may submit their qualifications via email to Cynthia Uribe by 4 pm Mountain Daylight Time on August 12, 2026, solely to assess whether competition is feasible—the government retains full discretion to proceed noncompetitively based on these submissions. The contract is identified under solicitation number 80JSC026Q0011, with a NAICS code of 541330, performance located in Las Cruces, New Mexico, and oversight managed from Houston, Texas, with an applicable ombudsman provision for procedural transparency.

Full Description
NASA Johnson Space Center (JSC) White Sands Test Facility (WSTF) has a requirement for clean room Heating, Ventilation, and Air Conditioning (HVAC), Mechanical Electrical, Plumbing (MEP) engineering design services in support of the Building 201 South High Bay (SHB) cleanroom activation for astro-materials project.
NASA JSC WSTF intends to issue a sole source contract to acquire the services from Lasco Services under the authority of FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Lasco Services is the only responsible source as it uniquely holds decades of NASA JSC ARES‑specific cleanroom engineering knowledge and proven contamination‑control performance that cannot be duplicated without significant cost, delay, and technical risk to mission‑critical curation operations.
The Government intends to acquire a commercial product or service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Cynthia Uribe, cynthia.uribe@nasa.gov, not later than 4 pm Mountain Daylight Time on August 12, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A decision by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at: https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
