Solicitation RFQ No. 27-2084-1118, issued by the City of Newport News Codes Compliance department, seeks a contractor for the demolition and removal of a 17,775-square-foot commercial structure located at 10615 Jefferson Avenue, Newport News, VA. The building has been deemed an unsafe structure and fire hazard, leading to a court-ordered demolition. I have received a response from our Environmental Squadron regarding the Lead and Asbestos question from the Site Visit: In the late 1970's (circa 1977) the US Consumer Product Safety Commission (CPSC) banned the use of asbestos in building materials in the United States with follow-on promulgations in subsequent years to the same effect. At that time, the Air Force adopted the ban in its construction programs. By 1984 all use of asbestos-containing building materials (ACBM) had been banned in the Air Force. Construction after 1984 is not likely to contain any ACBM.
