The Lower Loup Natural Resources District is seeking a qualified professional engineering consultant for the Monroe Area Recharge Project in southwestern Platte County, Nebraska. The project aims to design and implement a system to divert water from the Loup Power Canal into identified wetlands and drainages to facilitate groundwater recharge and baseflow retiming. The U.S. government intends to award a sole source service contract to the Oglala Sioux Tribe Badlands Bombing Range Department to provide Community Relations and Tribal Coordination services related to the Badlands Bombing Range Air Force Retained Area located within the Pine Ridge Reservation in South Dakota. This decision is grounded in the authority of RFO 6.103-1, which permits sole source awards when only one responsible source can satisfy agency requirements, and in this case, the Oglala Sioux Tribe is recognized as the only entity capable of delivering these services due to Tribal Sovereignty, cultural expertise, and linguistic capabilities, particularly the need for Lakota-speaking personnel to effectively engage with Tribal leadership and internal entities. The contract is not a solicitation, and no formal documents are available; any potential competitor must submit clear and convincing evidence that competition would benefit the government within 15 days of the notice. Responses, including capability statements or proposals, must be submitted by 2:00 PM MDT on June 24, 2026, to MAJ Matthew Nulk at the provided email address. The contracting office, under the Department of Defense and the W075 Endist Albuquerque, is managed by Karen Irving, who can be contacted for inquiries. The NAICS code associated with this action is 541620, reflecting administrative management and general management consulting services. The service delivery will be performed on the Pine Ridge Reservation, with the award determination resting solely on the government’s assessment of the Oglala Sioux Tribe’s unique authority, the existing Tribal Consultation Plan, and the absence of viable alternatives, and no further notice will be issued if no timely responses are received.

THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 15 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice.
