Solicitation SPE8ED-27-Q-0013 is a firm fixed price requirement issued by the Defense Logistics Agency for the procurement of 800 mail bags (NSN 8105-00-477-3716). The bags must be constructed from cotton material that is mildew resistant and water repellent, featuring a draw string closure. Specifically, the contract mandates the use of material CCC-C-432, TY 3 CL 1 as an exception to drawing 10890481. Delivery is required within 90 days after receipt of order to DLA Distribution San Joaquin in Tracy, California. The contract imposes strict technical and security compliance standards, including CMMC Level 2 certification and adherence to DFARS 252.204-7012 for safeguarding covered defense information. Because the item contains technical data subject to ITAR or EAR export controls, contractors must have an approved US/Canada Joint Certification Program certification and complete required DLA export-control training. Quality assurance is governed by MIL-STD-1916 or ASQ H1331 sampling methods, with inspection and acceptance occurring at the destination.
