Baglan bay Topographical Survey

The Welsh Government is seeking a qualified contractor to perform a topographical survey of the Baglan Bay site, located southwest of the M4 motorway in Wales. The project covers approximately 170.62 hectares and requires a three-dimensional survey of existing ground levels and site features, including utilities, highways, structures, hardstanding, boundaries, drainage, and water features. The contractor must deliver a three-dimensional digital ground model along with AutoCAD DWG and PDF drawings. The contract is estimated to have a total value of £350,000 excluding VAT and is scheduled to run for a three-month term from January 18, 2027, to April 18, 2027. To qualify, bidders must demonstrate that geomatics or land surveying is a principal business activity and provide evidence of being an RICS Regulated Firm with staff holding professional qualifications such as MRICS or FRICS. Mandatory requirements include a pass/fail assessment of legal and financial capacity, as well as minimum insurance coverage of £1,000,000 for Professional Indemnity and £5,000,000 each for Public and Employers' Liability. The contract award will be based on a weighted evaluation consisting of price at 70%, technical quality at 20%, and social value at 10%.
