AI Contract Overview
The U.S. Defense Logistics Agency is procuring critical spares for the Patriot Missile System under solicitation SPRRA2-26-R-0069, exclusively from Raytheon, identified by CAGE code 05716, under FAR 6.302-1(a)(2) as a sole-source acquisition. This procurement is justified due to the unavailability of competitive sources, as the necessary technical data cannot be obtained economically, adequate specifications cannot be drafted, and no other supplier can meet the required performance standards. The parts will be added to the existing indefinite delivery/indefinite quantity contract SPRRA2-25-D-0016 to support the Integrated Fires Mission Command project under the Fires Portfolio Acquisition Executive. The solicitation is designated as an 8(a) sole-source set-aside, indicating it is reserved for small businesses in the SBA’s 8(a) program, although the only eligible contractor is Raytheon due to the technical and proprietary nature of the required components. All communications must be directed to Contract Specialist Kimberly S. Thomas at DLA-AHCB via email, with submissions required to include the solicitation number in the subject line along with the respondent’s name, company, CAGE code, and contact information; telephone requests are not accepted. Foreign firms must route all inquiries through their respective embassies. Delivery and performance will occur in Andover, Massachusetts, with the response deadline set for May 15, 2026, though the actual closing date may be adjusted pending solicitation release timing. No pricing, contract value, FOB terms, or detailed inspection criteria are specified, as the acquisition hinges solely on the prequalification of Raytheon and compliance with the unique technical requirements of the Patriot system components, which are detailed in an attached list of part numbers. No competitive evaluation factors, proposal submission formats, or clause-specific requirements beyond the sole-source justification are included, reflecting the non-competitive nature of this urgent procurement.
