Sound Transit BALLARD LINK EXTENSION CIVIL ENGINEERING DESIGN SERVICES PROCUREMENT UPDATE Upcoming Procurement-00004 Closing Date: 09/30/2026 05:00:00 PM PT Detail: * This posting is a duplicate of the DJC advertisements published on September 1 and 2, 2026. The anticipated RFQ issuance date has been corrected in red to October 2026. * BALLARD LINK EXTENSION CIVIL ENGINEERING DESIGN SERVICES PROCUREMENT UPDATE Sound Transit (ST) is preparing to issue a Request for Qualifications (RFQ) in October 2026 for Civil Engineering Design Services supporting the Ballard Link Extension (BLE) project. ST established a secure Data Room containing selected project information relevant to the anticipated evaluation criteria and development of responsive SOQs. The materials are intended to provide prospective firms with a common understanding of the project and do not constitute a complete historical project record. Sound Transit will only accept Data Room access requests from prospective prime consultants on behalf of their proposed teams. Access to the Data Room will require execution of a Disclaimer and Acknowledgment Letter. To request the form and obtain information regarding Data Room access, interested firms should contact dccprocurementhelp@soundtransit.org Upon receipt and acceptance of a completed form, ST will provide electronic view-only access to the Data Room within one week. To further assist firms in preparing for the upcoming procurement, ST is providing advance information regarding the anticipated evaluation criteria for Statements of Qualifications (SOQs). The criteria listed below are anticipated to be used in the evaluation process but may be revised prior to issuance of the final RFQ. ST anticipates that the qualifications and experience of Key Personnel and Critical Personnel, together with the proposed Technical and Delivery Approach, will be among the most heavily weighted evaluation criteria. The interview will also be an important part of the evaluation. Shortlisted firms should also plan for key personnel to participate in an in-person interview and collaborative behavioral assessment.
