Ballistic Armored Response Vehicles - Request for Quote

The U.S. Customs and Border Protection’s Special Operations Division is seeking to procure six Ballistic Armored Response Vehicles (BARVs) configured for high-threat operational environments, with each vehicle requiring B7/NIJ Level IV ballistic protection capable of stopping .50 caliber ammunition. The vehicles must be built on a commercial chassis from Ford, Chevy, or Dodge to allow for routine maintenance at local dealerships without specialized training, and must be powered by a 6.7L V-8 Turbo Diesel engine delivering at least 350 horsepower and 800 lb-ft of torque, coupled with a 10-speed automatic transmission and electronic four-wheel drive featuring tow haul and compression brake capabilities. Additional technical specifications include a 12VDC electrical system with dual 320-amp alternators and dual batteries, dual front and rear HVAC, LED strobes, a 200-watt siren and PA system, a 2000-watt AC-DC power inverter, interior and exterior intercom, backup camera, two rear interior fans, and heated electric adjustable mirrors. Critically, each BARV must be equipped with a remotely operated hydraulic breaching arm; vehicles requiring manual adjustments for height or angle will be disqualified. The contract is firm fixed price, and pricing must encompass all accessories and related costs without including sales tax due to government tax-exempt status. The BARVs will be delivered to Biggs Army Airfield in El Paso, Texas, with performance expected across multiple states including Texas, Arizona, California, New Mexico, Florida, Virginia, Washington, and New York. Delivery is desired within 90 days of award, and the contract period of performance runs through March 30, 2027. Vendors must submit a completed and signed SF 18 form along with a Technical Capability Statement detailing compliance with the Statement of Work and Attachment A, sent via email to the point of contact no later than May 28, 2026. The award will be based on best value, with technical capability prioritized over price, and all proposals must meet mandatory pass/fail gates including contractor responsibility under FAR 9.104 and full compliance with solicitation requirements. Offerors must maintain an active SAM registration, provide CAGE and UEI codes, and certify compliance with a suite of FAR clauses including those on equal opportunity, combating trafficking, drug-free workplace, Buy American, privacy, and security.
