BANKING SERVICES

The Housing Opportunities Commission of Montgomery County (HOC) is soliciting proposals under solicitation 2027-RFP-034 for comprehensive banking services. The scope of work includes depository and disbursement services for over 300 accounts, electronic banking integration with Yardi software, and the provision of a total credit facility of 210 million dollars, consisting of a 150 million dollar real estate line of credit and a 60 million dollar working capital line of credit. The contract is structured for an initial two-year term with three optional one-year renewals. Eligible banking institutions must be members of the FDIC and the Federal Reserve System, be eligible to do business in Maryland, and comply with the Community Reinvestment Act and Equal Opportunity Employment Act. Proposals will be evaluated using a 100-point weighted system focusing on depository services, disbursement services, credit line structure, electronic banking, local branch presence, M/WBE participation, and pricing. Firms scoring at least 80 points may be invited for an interview and a two-hour virtual technology demonstration. Awardees must adhere to strict compliance requirements, including the HOC Works Opportunities Plan for resident hiring and training, as well as mandatory background screening certifications for all personnel. Submissions must be provided via the OpenGov Procurement Portal using the required Excel workbook, with a final response deadline of February 27, 2027.
