This contract specifies the procurement of 43 linear feet of cold-drawn, flat steel bar composed of 4130 alloy, with a thickness of 0.750 inches and a width of 1.500 inches, supplied in whole-foot lengths between 10 and 12 feet, weighing approximately 3.830 pounds per foot. The material must be normalized and tempered and meet the technical and quality standards referenced in the DLA Master List of Technical and Quality Requirements, including certification requirements per CDRL-METALSCERT and the need for a Certificate of Quality Compliance with every shipment, which must be forwarded to the DLA Troop Support Contracting Officer. All units must be clearly marked with the delivery order number, NSN, specification revision, alloy and temper, manufacturer details including heat and lot numbers, and dimensions, using approved methods such as stamping or stenciling that ensure legibility, durability, and non-contamination of the product. Adhesive labels are required for bars under 0.250 inches in nominal OD, and all markings must comply with MIL-STD-129 and special packaging codes Z and ZZ as defined in ASTM A700. Suppliers must be listed on the Qualified Suppliers List for Distributors (QSLD) to be eligible for award, and any deviation from this requirement must be explicitly declared; failure to comply may result in rejection or criminal penalties. Packaging must adhere to MIL-STD-2073-1E and DLA packaging requirements, with palletization and preservation conforming to specified standards. The material is to be delivered FOB origin within 163 days to Robins Air Force Base, Georgia, with a 10% quantity variance allowed. The contract references multiple technical standards including SAE AMS-S-6758B and SAE AMS2806, and excludes source inspection requirements for approved QSLD suppliers. The solicitation number is SPE8E4-26-T-2076, with the NSN 9510-00-204-1002, and the point of contact is Pamela Duffey of the Defense Logistics Agency.
