The U.S. Army Corps of Engineers, Nashville District, is conducting market research through a Sources Sought Notice to identify qualified businesses interested in a construction project involving the painting of spillway gate machinery at Barkley Dam on the Cumberland River in Grand Rivers, Kentucky. This notice is strictly for information gathering and not a solicitation; no contract will be awarded from this step. The estimated project value ranges between $1 million and $5 million, with an anticipated competitive, firm-fixed price contract expected to be issued in the third quarter of fiscal year 2026. The project will span approximately 450 calendar days and requires adherence to strict safety, environmental, and technical standards, including established surface preparation procedures and lead containment measures. The scope of work includes coating the spillway machinery on all twelve gates, removing loosely adhered coatings, and repairing any corrosion without disassembling active machinery components. Contractors must work under specific restrictions such as limiting gates out of service to no more than three at a time and ensuring continuous Corps access to equipment like the intake crane. The solicitation will use a "Lowest Price, Technically Acceptable" acquisition method. Small businesses, including those in socio-economic categories such as 8(a), HUBZone, SDVOSB, and EDWOSB, are strongly encouraged to respond. Responses must be submitted via the designated online Market Survey Form by May 11, 2026, and will help shape the acquisition strategy and potential subcontracting plans.
