Full Description

31 Aug 12 Justification and Approval for Other Than Full and Open Competition 1. This document constitutes justification and approval for other than full and open competition for the acquisition described herein, under the authority of FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. It is executed on behalf of 174 FW Civil Engineering. 2. The 174 FW proposes to procure by means of other than full and open competition the upgrade and repair of the final denial barrier system. 3. The purchase and installation to be provided is at a cost of $41,966.99 4. Identification of statutory authority permitting other than full and open competition. a. FAR 6.302-1(2) (ii) (A), Substantial duplication of cost to the Government that is not expected to be recovered through competition. b. 10 USC 2304(c)(2) 5. Demonstrate that the nature of the acquisition requires use of the authority cited. This procurement is the purchase and installation of a barricade system. The statutory authority cited is FAR 6.302-1(2) (ii) (A), Substantial duplication of cost to the Government that is not expected to be recovered through competition. The base already has the Delta Scientific Barricade system in place. The first barriers installed were installed by Delta Scientific as well as all of the wiring for these Barricades. The purchase of this equipment is associated with the use of existing equipment where compatibility is essential for integrity of results. This item is manufactured or produced by the supplier and the supplier solely distributes (sells) directly to the customer. If we were to solicit other companies we would have to install a whole new system including all of the electrical components for a barricade system. Prices for the Delta Scientific Barricade system were verified online and on GSA. Wages for the install were paid based on current wage determinations. All prices are deemed fair and reasonable.
