Barrier Walls for Lucy Switching Station (Re-Bid)

The City of Homestead is soliciting bids for the design, fabrication, and installation of a precast concrete structural barrier wall system and an integrated automated vehicle slide gate at the Lucy 138kV Switching Station. This critical infrastructure project aims to harden the facility against physical and environmental threats, as the station serves as the primary tie-in point for the Florida Power & Light feeder and supports nearly 100 percent of the city's load. The scope of work includes the installation of 1,275 linear feet of ballistic wall panels standing 12 feet high, certified to UL 752 Level 8 standards and designed for Risk Category IV wind speeds of 175 to 180 MPH. Additionally, the contractor must provide a 12-foot-high by 20-foot-wide automated V-track sliding aluminum gate, signed and sealed engineering drawings from a Florida licensed Professional Engineer, and an FDOT-compliant traffic safety plan. Because the switching station will remain energized during construction, the selected contractor must have documented experience working in live high-voltage utility environments and strictly adhere to the project's Environmental, Health, and Safety Handbook, including specific grounding protocols and Minimum Approach Distances. The contract is a fixed-price award given to the responsive and responsible bidder with the lowest price, though a 15 percent local preference is granted to qualified businesses within Homestead city limits. Bids must be submitted electronically via the e-Procurement Portal by October 20, 2026, and must include a bid bond for 10 percent of the total bid price. The project must be completed within 120 calendar days from the issuance of the Notice to Proceed.
