This is a pre-solicitation synopsis in accordance with FAR 5.201. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government. This synopsis is prepared in accordance with guidance found in FAR 5.207, and is prepared for notifying potential Offerors of an upcoming solicitation. The RFP will be posted on the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov/. The specific date of that posting has not yet been determined. The 96th Test Systems Squadron, in conjunction with the Air Force Test Center (AFTC) at Eglin AFB, FL, intends to issue a Firm-Fixed-Price (FFP) contract for Base Level Software Support (BLSS). This will be a competitive, 8(a), small business set-aside. The Air Force intends to use a Lowest Priced, Technically Acceptable source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), Department of Defense (DoD) Source Selection Procedures, Appendix B, 31 March 2016 and Air Force Mandatory Procedures 5315.3, 27 January 2017. The aforementioned regulations are available at the following website: http://farsite.hill.af.mil/. The resulting contract will be a single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract to a single offeror. The ordering period will include a 5-base, and a 5-year option period, with an estimated period of performance no longer than 11 years after contract award. The request for proposal (RFP) is expected to be released by September 2019 and the contract award is expected to be made by December 2019. The North American Industry Classification System (NAICS) is 541519, which has a size standard of $27.5M.
