AI Contract Overview
The Naval Facilities Engineering Systems Command (NAVFAC) Southeast is soliciting proposals under solicitation number N6945026R0007 for Base Operations Support (BOS) Services at Naval Air Station (NAS) Jacksonville, Florida, and its outlying areas. This performance-based contract encompasses a broad scope of facility and utilities management services including facility management and investment, utilities management (electrical, wastewater, steam, water, compressed air), transportation, environmental services, and additional support functions such as maintenance of training pools. The contractor is responsible for providing all labor, supervision, materials, equipment, tools, incidental engineering, and transportation necessary to accomplish these tasks. The contract is structured as a Facilities Support Indefinite-Quantity with firm fixed price recurring work and indefinite-delivery indefinite-quantity non-recurring work components, competitively procured under FAR Part 15 and designated as a Total Small Business Set-Aside under NAICS 561210 with a $47 million size standard. The contract term consists of a base period of one year with seven one-year option periods, totaling up to eight years with the possibility of a six-month extension under FAR 52.217-8 if a follow-on contract has not been awarded. Services under this requirement are a continuation and replacement of an expiring contract (N6945019D1750). Proposals require submission of a technical approach, management approach, corporate experience, safety approach, past performance, and price proposal evaluated through a best value tradeoff process emphasizing all non-cost/price factors substantially more than price unless proposals are essentially equal. A site visit at NAS Jacksonville is scheduled for November 18-20, 2025, allowing prospective offerors to better understand the site and requirements, although no questions are answered on site and all inquiries must be submitted in writing before the Government Pre-Award Inquiry cutoff date. Key contract clauses from FAR and DFARS govern this acquisition, including standard clauses related to ethics, subcontracting, changes, termination, payment, and compliance with wage determinations. Extensive technical and administrative attachments support the contract, covering facility and utilities asset inventories, maintenance programs, hazardous waste and stormwater pollution plans, life safety measures, utility infrastructure management, asset tagging and barcoding, and detailed labor hour and pricing spreadsheets. Inspection and acceptance will occur at the place of performance—NAS Jacksonville and supporting areas—with Government representatives responsible for final acceptance following FAR 52.246-4. Quality control is the contractor’s responsibility, requiring documented inspection systems, corrective actions, and reporting. The contract mandates strict security
