This contract, designated FA671223C0004, covers Base Operations Support (BOS) services at the Pittsburgh Air Reserve Station (PARS) and is managed by the Department of the Air Force’s 911th Air Wing in Coraopolis, Pennsylvania. It involves providing continuous, mission-critical support across several key functional areas including Materiel Management, Ground Transportation and Vehicle Management, Traffic Management Operations, Real Property Maintenance, and Fuels Management. Performance of these services is essential to sustaining 24/7 DoD operations and tenant activities at PARS. The contract is structured with firm-fixed-price (FFP), labor hour (LH), and cost reimbursable (CNF) line items to cover these services, with a base period extension from November 1, 2025, through March 31, 2026, and an additional three-month option running through June 30, 2026. A critical element of the contract is the invocation of DFARS clause 252.237-7023, which mandates uninterrupted provision of essential contractor services, ensuring mission continuity and operational readiness. The five-month extension and three-month option are justified on the basis of avoiding transitions during heavy snow months, preventing disruption, and providing time to address potential protests. The contract is currently a sole-source extension under FAR 6.302-1, awarded to the incumbent contractor, Criterion Corporation, due to their unique capabilities, program knowledge, and the high risk and cost associated with transitioning support to a new provider. The contract does not explicitly detail packaging, marking, or preservation requirements, nor does it cite specific military or industrial standards in these areas, implying that such specifications may reside in internal documents like the Performance Work Statement or Contract Data Requirement List. Inspection and acceptance responsibilities are shared, with Criterion Corporation performing services on site while the government’s 911 AW/MSG/PK office retains oversight. Deliverables include ongoing operational performance and timely submission of required CDRL reports, but no formal evaluation criteria, weights, or adjectival ratings are detailed. Payment and invoicing instructions are also not explicitly provided, though funding is identified under the FY2026 Air Force Reserve Command Operations & Maintenance account. Socioeconomic information notes that Criterion Corporation is a small business with designations as Service-Disabled Veteran-Owned and Woman-Owned. The solicitation process primarily takes place electronically through SAM.gov, with no explicit proposal format or submission deadlines specified in the provided documents. Overall, the contract ensures stable and continuous BOS support for PARS through a carefully justified, limited-duration extension, emphasizing

NOTICE OF AWARD OF A SOLE SOURCE CONTRACT. Under the authority of FAR 6.302-1, the 911th MSG/PK, awarded a sole source Firm-Fixed Price, Labor Hour and Cost Reimbursement extension contract to the incumbent Service-Disabled Veteran Owned Small Business and Woman-Owned Small Business, Criterion Corporation. Use of the authority under FAR 6.302-1 and 10 USC 3204(a)(1), Only one responsible source - No other supplies or services will satisfy agency requirements, was found appropriate as any lapse in the award of a contract for Base Operations Support (BOS) services, which provides mission-essential services to Pittsburgh ARS and other tenant organizations, would result in the shut-down of operations at Pittsburgh ARS, PA and loss of support to the tenant organizations. A determination not to compete this proposed short-term contract was based on market research and is solely within the discretion of the government. As evidenced in the sole source justification, there is only one contractor that could continue the requirements of this contract without unacceptable delays or duplication of costs. Proposals ARE NOT being requested and a written solicitation WILL NOT be issued.
