The Florida Department of Health's Early Steps Program intends to acquire the Battelle Developmental Inventory 3rd Edition (BDI-3), a standardized assessment tool designed to evaluate developmental milestones in children from birth to three years old. This instrument is essential for determining eligibility for services, identifying children’s strengths and needs, and planning appropriate interventions across key developmental domains such as social-emotional, communication, adaptive, motor, and cognitive skills. The assessment must be user-friendly, engaging for young children with hands-on objects, and available in both paper and electronic formats, including online and offline administration with electronic scoring capabilities. Importantly, the tool allows evaluators to select specific domains relevant to each child's individual needs, rather than requiring all domains to be assessed at once. The procurement is justified by the existing widespread use of the BDI-3 across Florida by local Early Steps providers, ensuring continuity of care and consistency with state and federal programs like IDEA Part C and IDEA Part B, which have historically relied on this assessment. The Department seeks to purchase the BDI-3 software subscription, licenses, developmental kit, and electronic record forms as a single-source acquisition under Chapter 60A-1.045 of the Florida Administrative Code. The contract is estimated to be valued between $50,000 and $200,000, with the response deadline set for May 6, 2025. The primary contact for this solicitation is Bill Zimmerman, reachable via email or phone.

Full Description

The Florida Department of Health, Early Steps Program has a need to purchase a standards-based instrument for comprehensively assessing early child development. The assessment instrument must be a standardized, individually administered assessment of key developmental skills in children from birth to three years of age to be used as a source of information in eligibility determination, and to assess children’s strengths and needs to determine necessary interventions. It must measure developmental milestones in the following global domains: Social-emotional, communication, adaptive, motor, and cognitive. It must be easy to use, include hands-on objects that are designed to engage children within this age group. In addition, it must have both paper and electronic forms available, as well as the ability to administer tests online and offline with electronic scoring. It is important that this instrument will allow the evaluator to choose the appropriate domains necessary for individualized needs, rather than completing all five domains at each assessment. The Battelle Developmental Inventory 3rd Edition (BDI-3 Access Key software subscription and licenses) Developmental Kit and Electronic Record form licensing instrument is currently used across Florida by local Early Steps providers to conduct assessments and evaluations of children referred to the Early Steps Program. The use of this product is in the best interest of the state as it meets the necessary requirements and will allow for continuity of care as both the Early Steps IDEA Part C Program, and the Florida Department of Education (DOE), IDEA Part B Program also has used the Battelle Developmental Inventory for many years. In accordance with Chapter 60A-1.045, Florida Administrative Code, the Department requests authorization to purchase, as a single source, Battelle Developmental Inventory 3rd Edition and electronic record form licensing (BDI-3 Access Key software subscription and licenses).
