AI Contract Overview
The U.S. Department of Defense, through DLA Land and Maritime, is seeking to establish an indefinite quantity contract for non-rechargeable batteries identified by NSN 6135-01-578-8642 and nomenclature BATTERY, NONRECHARGE, under NAICS code 335910. This procurement is being conducted under the authority of 10 U.S.C. 3204(a)(1), permitting other than full and open competition because the government lacks complete and unrestrictive technical data necessary to ensure compatibility, and only one responsible source—Tadiran, CAGE code 4WGJ2—is approved and capable of furnishing parts that are form, fit, and functionally interchangeable with existing systems. The approved part numbers are TLH-5955 and TLH-5955/S, and no alternative suppliers are recognized by the design control authority. The acquisition is not set aside for small business or any other preference, and all offers must be submitted in English and priced in U.S. dollars. The estimated annual demand is 29,129 units, and the contract would have a base period of three years with option years available, not to exceed five years total. Delivery requirements specify a 120-day window, and performance will occur in Columbus, Ohio. Pricing will be evaluated based on quantity price breaks, and if the estimated contract value exceeds $2 million, certified cost or pricing data may be required. The evaluation for award will consider price, delivery, past performance, and other relevant factors, though no specific weighting or pass/fail gates are defined. The solicitation, issued as a sources-sought notice on June 3, 2026, with a response deadline of June 18, 2026, is accessible through DLA’s Internet Bid Site and is intended to gather market data to support the development of a long-term contract with the sole approved vendor.
