This contract is for the procurement of 44 non-rechargeable lithium thionyl chloride 3.6-volt wafer cells under NSN 6135-01-453-3201, sourced exclusively through pre-approved suppliers including Mouser Electronics, Digi-Key Corp, Fedco Electronics, and SAFT America Inc. The item is classified as a critical application and restricted source requiring government engineering source approval. All units must meet stringent quality and packaging standards including MIL-STD-2073-1E for packaging, MIL-STD-129 for marking with special code 32 indicating Type I shelf life, and MIL-STD-130N for item identification. The battery has a non-extendable Type I shelf life of 60 months and is subject to zero-tolerance sampling under MIL-STD-1916 or ASQ H1331 Table 1 with AQLs of 0.1 for critical, 1.0 for major, and 4.0 for minor attributes. Hazardous materials regulations apply: mercury or mercury compounds are prohibited except in specified functional components like batteries, and all lithium batteries must comply with UN 3090 non-restricted transport criteria requiring separation to prevent short circuits, strong outer packaging, and adherence to weight limits per mode of transport. The contract mandates full compliance with FAR and DFARS clauses including hazardous communication (29 CFR 1910.1200), safeguarding covered defense information (252.204-7012), combating trafficking in persons, employment eligibility verification, and sustainable product requirements. Delivery is FOB destination to DLA San Joaquin in Tracy, CA with a 42-day delivery window from issue date, inspection and acceptance occurring at destination. Payment is to be processed through WAWF, and the contract is a fixed-price type, with no price variance allowed. No contract value is specified in the provided data despite the unit quantity being clearly defined. All offerors must be registered in SAM and submit proposals electronically via DIBBS by the deadline of July 27, 2026, and must provide required representations regarding small business status, unique entity identifiers, and compliance with cybersecurity and supply chain restrictions including prohibitions on covered telecommunications equipment and services.
