This contract is for the procurement of two lead-acid, wet-charged storage batteries with NSN 6140014572420, manufactured by East Penn Manufacturing Co. under part number 1131PMF, supplied as a commercial off-the-shelf item with a non-extendable six-month Type I shelf life. Delivery is required FOB destination to a U.S. Army facility in Zutendaal, Belgium, within five days of order placement, with a scheduled delivery date of April 22, 2026, and no tolerance for quantity variance. Packaging must fully comply with MIL-STD-2073-1E and DLA’s RP001 requirements, using a 4G fiberboard box, hermetically sealed preservation method, and marking per MIL-STD-129 with special code 32 to denote the limited shelf life. The batteries are classified as hazardous material UN2794, Class 8 (Corrosive), requiring compliance with the OSHA Hazard Communication Standard, including submission of Safety Data Sheets and hazardous labeling conforming to 29 CFR 1910.1200 prior to award. Inspection and acceptance occur at the destination by the government, and sampling must follow MIL-STD-1916 or ASQ H1331 with zero non-conformances allowed unless otherwise specified, with critical, major, and minor attributes assigned AQLs of 0.1, 1.0, and 4.0 respectively. The contractor must not intentionally add mercury to or allow it direct contact with the product, except as permitted for functional components like batteries, with portable mercury-containing devices requiring shock-proof construction and secondary containment per NAVSEA 5100-003D. The contract requires adherence to cybersecurity standards including NIST SP 800-171, safeguarding of covered defense information, and prohibition on using covered telecommunications equipment from restricted foreign vendors.
