(i) This is a solicitation for commercial items prepared in accordance with the format in RFO Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, offers are being requested, and a separate written solicitation will not be issued.

This solicitation is issued as a Request for Quote (RFQ).

(vii) Edwards AFB has a requirement for the acquisition and installation of high-density, heavy-duty industrial roll-out shelving systems for battery storage purposes. The solution shall be Brand Name or Equal based on the Stanley Vidmar 2K STAK Adjustable Racking System. The minimum salient characteristics which must be can be found within “Salient Characteristics” attachment.

(viii) The provision at 52.212-2, Evaluation - Commercial Items (Nov 2021) applies to this acquisition.

(ix) ADDENDUM to 52.212-2, Evaluation – Commercial Items (Oct 2014).

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Any resulting contract of this RFQ will be awarded as Firm Fixed-Price. Quotes will be evaluated to determine best value. Price, features of the supply, delivery terms, and warranty terms are all factors to be considered when determining best value. To be considered technically acceptable, the submission must display the contractor’s capability to meet all salient characteristics of the Brand Name or Equal requirement.

(x) A written notice of award, or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer, or part of an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
