AI Contract Overview
This contract pertains to the procurement of a sealed lead acid battery designated as a TYPE I (CODE H) storage battery with a non-extendable shelf life of 12 months, supplied under solicitation SPE7L7-26-T-4400 by the Defense Logistics Agency. The battery must comply with strict packaging, marking, and shipping standards including MIL-STD-2073-1E for packaging, MIL-STD-129R for labeling, and MIL-STD-130N for identification marking. It is classified as a nonspillable battery under 49 CFR §173.159(f) and 173.159a(d)(1), exempting it from hazardous material documentation and labeling requirements provided terminals are protected against short circuit and the unit is plainly marked as “NONSPILLABLE” or “NONSPILLABLE BATTERY.” Mercury and mercury-containing compounds are strictly prohibited except for functional uses in batteries, fluorescent lights, sensors, weapon systems, and specified chemical reagents, with portable mercury-containing devices requiring shockproof design and secondary containment per NAVSEA 5100-003D. Sampling and inspection follow MIL-STD-1916 or ASQ H1331 with zero non-conformances required unless otherwise stipulated, and all attributes without specified classification are treated as major. Physical identification and packaging must meet DLA requirements including the use of the DLA Master List of Technical and Quality Requirements referenced by R and I codes. Delivery is FOB destination within 20 days, with zero variance allowed, and inspection and acceptance occur at the destination. The item is to be shipped via traceable freight to the USS MOMSEN DDG 92 at FPO AP 96672, with parcel post prohibited. The contract includes adherence to hazardous materials transport exceptions under ADR/RID, IMDG, and IATA regulations via Special Provisions 188 and A45. This is a single-unit requirement with a total price of $1.00, and the original required delivery date is July 14, 2026.
