Solicitation SPE7L7-26-Q-2511 is a firm fixed price request for quotations issued by the Defense Logistics Agency Land and Maritime for the procurement of four storage batteries, NSN 6140-01-371-0519. These are identified as commercial off the shelf items with a non-extendable shelf life of 12 months. The batteries are designated as critical application items and must be delivered within 60 days after order. Inspection and acceptance will occur at the point of origin, with sampling conducted according to MIL-STD-1916, ASQ H1331, or a comparable zero-based sampling plan. Due to the nature of the supplies, strict hazardous material and packaging requirements apply. Batteries must be non-spillable, securely packed in strong outer packaging per 49 CFR 173.159a, and have terminals protected against short circuits. Both the batteries and their outer packaging must be durably marked as NONSPILLABLE or NONSPILLABLE BATTERY. General packaging and marking must comply with MIL-STD-2073-1E and MIL-STD-129, while palletization must follow DLA requirement RP001. Additionally, mercury containment must adhere to NAVSEA 5100-003D. Award will be based on best value, evaluating price, offered delivery, and past performance.
