AI Contract Overview
This contract specifies the procurement of one sealed lead acid 12-volt battery with a non-extendable Type I shelf life of 12 months, requiring at least 10 months of remaining shelf life upon delivery. The item must comply with DLA packaging standards per MIL-STD-2073-1E and marking requirements per MIL-STD-129, including a special marking code for Type I shelf life. It is classified as a critical application item and must be nonspillable per 49 CFR §173.159a, with terminals protected against short circuits and clearly labeled “NONSPILLABLE” or “NONSPILLABLE BATTERY,” exempting it from hazardous material shipping documentation and labeling under DOT regulations. Mercury or mercury-containing compounds are prohibited except in functional components such as batteries, and any such components must include a secondary containment boundary consistent with NAVSEA 5100-003D. Sampling and quality verification follow MIL-STD-1916 or ASQ H1331 with zero non-conformances required unless otherwise specified, and critical attributes are subject to stringent verification levels. Delivery is FOB destination within 20 days to a U.S. Navy vessel address in FPO AA 34085 with no tolerance for quantity variance. Transportation must use the fastest traceable method, excluding parcel post, and packaging must align with DLA’s broader procurement requirements. The contract references technical and quality standards from the DLA Master List and applies to part numbers 478D0200, 478D8019-1, and PS-1228 under NSN 6140-01-541-7245.
