Solicitation SPE7L7-27-Q-0179 is a firm fixed price requirement issued by the Defense Logistics Agency for the procurement of storage batteries, specifically Power-Sonic Corporation part number PS-12100 F1. This critical application item must feature quick disconnect tabs measuring 0.187 by 0.032 inches to mate with AMP Inc. Faston 187 series. The total requirement consists of three units divided into two line items: two units for the USS Bulkeley (DDG 84) and one unit for the USS Mitscher (DDG 57). Delivery is required within 60 days after order, with inspection and acceptance occurring at the origin. The contract mandates strict quality and safety standards, including a non-extendable 12-month shelf life for Type I items and compliance with MIL-STD-129 for marking and MIL-STD-2073-1E for packaging. Because the items are hazardous materials, they must adhere to IP025 and FED STD 313D requirements, including the submission of a HAZDEC form and adherence to NAVSEA 5100-003D regarding mercury containment. Quality assurance involves zero-based sampling plans per MIL-STD-1916 or ASQ H1331, and the contractor must provide a Certificate of Conformance. Award will be based on the best value to the government, evaluating price, offered delivery, and past performance.
