AI Contract Overview
The contract solicitation SPE7L7-26-T-4497 issued by the Defense Logistics Agency calls for the procurement of two rechargeable lead-acid, dry-charged storage batteries with a national stock number of 6140008899777, under a fixed-price arrangement with a total contract value of $680.00. Delivery is required within five days of shipment initiation, FOB origin, with no variance allowed in quantity, and inspection and acceptance to occur at the contractor’s facility. The batteries must meet stringent military packaging and marking standards, specifically MIL-STD-2073-1E for packaging and MIL-STD-129P(4) for labeling, including the special marking code 32 to denote a non-extendable Type I shelf life of 60 months. Compliance with MIL-STD-130N for property identification and MIL-STD-1916 or equivalent zero-based sampling plans for quality verification is mandatory, with all unspecified attributes treated as major. Hazardous material handling is strictly regulated: mercury or mercury-containing compounds are prohibited except in functional applications such as batteries, sensors, or instruments, and any mercury-containing devices must be shock-proof with secondary containment as per NAVSEA 5100-003D. MSDS/PSDS documentation per FED-STD-313 is required, and all shipments must adhere to RP001 DLA packaging requirements and be palletized accordingly. The contract enforces multiple DFARS and FAR clauses governing cybersecurity (252.204-7012), hazardous materials (252.223-7006, 252.223-7008), export controls, transportation by sea (252.247-7023), and compliance with the Sustainable Products and Combating Trafficking in Persons directives. Electronic invoicing through WAWF is required, and all offerors must provide accurate representations regarding entity identification, small business status, and compliance with restrictions on covered defense telecommunications equipment. The solicitation emphasizes regulatory adherence over technical evaluation, with no formal evaluation factors, weights, or trade-off methodology specified, suggesting a price-driven award likely based on lowest price technically acceptable.
