AI Contract Overview
The contract pertains to the procurement of 117 lead-acid sealed AGM batteries, classified as non-spillable wet batteries under 49 CFR 173.159(D), with a 24-month shelf life under Type I standards. All supplies must comply with DLA packaging requirements and incorporate technical and quality specifications defined in the DLA Master List of Technical and Quality Requirements, with the applicable revision controlled by the solicitation or award date depending on acquisition size. Sampling must follow MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required unless otherwise stipulated, and attribute verification levels are fixed at VII for critical, IV for major, and II for minor characteristics. Mercury or mercury-containing compounds are strictly prohibited except in enumerated functional applications such as batteries, sensors, and certain instruments, with portable devices containing mercury required to have shock-proof construction and secondary containment per NAVSEA 5100-003D. The supplier must provide full documentation per MIL-T-31000 including all manufacturing drawings, detailed process and operation sheets with inspection criteria, identification of all critical process vendors including forgings and castings, purchase order copies if available, and a shock extension report compliant with MIL-S-901 and DI-ENVR-80706 format. If original OEM drawings are unavailable, an engineering analysis detailing the development methodology must be submitted, and if reverse engineering was employed, a comprehensive report covering sample count, measurement techniques, data collected, tolerances justification, and acceptance rationale must be provided to the engineering support activity. Packaging, marking, and shipping must adhere to hazardous materials regulations under IP025, with physical identification and unclassified item marking required per RQ017, and hazardous communication standards observed under RQ034. Government identification must be removed from non-accepted supplies per RQ011. The contract is issued under solicitation SPE7L7-26-Q-2039 by DLA Dist San Joaquin, with a response deadline of July 31, 2026, and delivery required within 60 days of award for a total quantity of 1120 units referenced across the purchase request.
